Establishment
The Local government Training Institute (LGTI) was established by the Local Government Training Institute Act No. 26 of 1994 (Cap 396 R.E 2002) as a corporate body. The Institute serves as a practical oriented-professional center focusing on demand driven training research, advisory and consultancy services in the fields of Local Government finance, administration and management. The programmes offered are Accounting and Finance; Administration and Management; Community Development; Human Resource Management; Procurement and Supplies Management and Records, Archives and Information Management.

Local Government Training Institute grasp its vision and mission guided by the following values:
(a) Demand-driven service:
LGTI will strive to offer training, consultancy and research that respond to the needs and demand of our Clients and Stakeholders.
(b) Professionalism: LGTI will strive to uplift the standards of academic integrity, moral sense and conduct.
(c) Accountability: We will not make promises that cannot be kept and will continue to operate prudently within our means to ensure our on-going financial sustainability. We will involve Stakeholders in the implementation of Institute’s planned activities with a culture of openness to make them answerable for the outcome of our actions and activities.
(d) Teamwork: LGTI staff will work and treat one another with compassion, humility, and respect.
(e) Innovation: We strive to improve our operational capacity by introducing new ways, ideas and products tailor made to suit the customer.
1.2 LGTI Mandatory Functions
Mandatory functions as provided in the Local Government Training Institute Act are: -
(i) To promote social and economic development by providing opportunities for the studies and training in various aspects of Local Government Administration and Management;
(ii) To provide conducive learning environment in training, research and consultancy services regarding local government practices and other related disciplines;
(iii) To conduct long and short-term training programs in all disciplines related to local government including the preparation, application and evaluation of development programs;
(iv) To undertake, either alone or in collaboration with any other person or body of persons within or outside the United Republic of Tanzania, in training, research and consultancy services for improving Local Government Administration and Management;
(v) To collect, publish or otherwise disseminate data and other information related to Local Government including the publication of results of any research carried out;
(vi) To provide advisory, consultancy and other services to the Government, Local Authorities, Villages and individuals in matters relating to Local Government; and
(vii) To prepare students for such examinations as may be conducted by the Institute and grant such awards as may be prescribed under or in accordance with the Act.
